Huron County changes to proposed recycling might set plan back

Drafting a proposed Inter-local Agreement to Create a Multi-County Material Management Plan (MMP) isn't going as smoothly as hoped.
Tuscola County took the lead in developing a recycling plan for the counties of Huron, Sanilac, and Lapeer. It took awhile to draft the preliminary plan so the deadline earlier this month was missed, and it may be missed again when one of the counties rewrote parts of the agreement. According to Tuscola County's Recycling Director Mike Miller, Huron County made several changes to the plan, which had been approved by Sanilac County and by Lapeer County officials. Because of that the proposed revised plan will have to be approved by Sanilac and Lapeer.
Some of the verbiage was changed and there were several "where as" added to the plan by Huron County, which added a couple of more pages to the plan.
All four of the counties have to adopt the same uniform plan, so with Huron County's changes the process has to start over until all of the counties adopt the same plan.
Miller and the county's lawyer worked together to draft the MMP that was adopted by three out of the four counties. Huron was the only county that made changes to the multiple-county plan. It is Miller's opinion from what he read Huron's changes were superficial and didn't infringe on the original concept of the agreement. However, to be on the safe side, Miller asked the county's attorney "courtesy review" Huron's changes to be on the safe side before it is sent to the other counties.
The hope is to have the legal review back to Tuscola for the meeting at 8 a.m. on this coming Thursday's county meeting. In the meantime, the clock is ticking. The deadline to submit the plan to the state is August 9. Miller is concerned the state might balk at extending the deadline again.
