Sanilac County gives state deficit elimination plan

During the last meeting of the Sanilac Board of Commissioners, they approved a resolution plan for eliminating deficits of $10,394 in the contractual patrol account, and eliminating a $179,742 deficit in the Homeland Stonegarden account.
The Michigan Department of Treasury requires a deficit elimination plan be developed for any municipality that shows a deficit.
The deficit in the contractual patrol account was because of an entry error. There was actually a positive balance of $4,898 in the account. Therefore, there is no budget negativity or need for concern was the conclusion of that matter.
In regards to the deficit in the Homeland Stonegarden account, that also works out to be an accounting error as well. There is a three-year cycle for that grant funding that was not taken into consideration. The county is reimbursed from the state of Michigan, with funds provided by the Federal Homeland Security.
Because the grant cycle years overlap, there are reimbursements through multiple years. The Homeland Stonegarden Account is funded like no other account in the budget, which creates complexities in tracking and reporting.
Because of that, the account will show a deficit at times and then reimbursements come in to eliminate some of the deficits from previous years. To correct that issue, the county will be taking steps to make sure the requests for reimbursements are submitted in a more timely manner.
By doing that, it will hopefully eliminate showing large deficits, which is what happened in the last audit.
Overall, it works out the county will not need to allocate funding to that account. However, it was pointed out that the county would have to allocate funding from another line to cover the costs if the funding reimbursement was denied.
In other action, commissioners also approved a resolution of support for the Region VII Area Agency on Aging.
