Michigan Senate Advances Human Trafficking Legislation

The Michigan Senate has unanimously approved a package of bills aimed at strengthening the state's response to human trafficking. Attorney General Dana Nessel praised the passage of Senate Bills 520, 521, and 705, which propose tougher penalties and increased fines for crimes involving commercial sex and trafficking.
The legislation was first announced in 2024 during a joint press event with Sen. John Damoose and Rep. Kelly Breen, who introduced related measures in the House. Nessel emphasized the importance of legislative action in addressing trafficking, calling the reforms a critical step toward accountability and prevention.
Michigan continues to rank among the states with the highest number of trafficking reports. According to the National Human Trafficking Hotline, 764 reports linked to Michigan were recorded in 2024, identifying 340 cases and 585 victims - an increase of nearly 100 victims from the previous year. Officials note that trafficking is significantly underreported, suggesting the true scope of the problem is larger.
If enacted, the bills would strengthen sentencing guidelines and expand penalties for trafficking-related offenses.
