For several years, the Caro City Council did moratoriums on medical marijuana businesses. The council has done that pretty much since the Michigan Compassionate Care Initiative Michigan Medical Marijuana Act (MMMA) was passed by voters back in Nov. 6, 2008. However, that could change. "The City of Caro opted out of recreational marijuana, and are currently working on forming an ordinance for medical marijuana," explained city Clerk Sara Savage. "The first draft went to the planning commission meeting this last Tuesday, and will be on the planning commission's agenda again to review at their next meeting on Tuesday, Oct. 22 at 7 p.m." The planning commission previously recommended "the city council they review and pursue adoption of ordinances for all five areas of medical marijuana." There are five types of facilities associated with medical marijuana - grower, processor, who converts the product to a usable form, a secure transporter, who stores and transports the product, a provisioning center which sells the product, and safety compliance facility to test the product. MMMA legalized medical use of marijuana for seriously ill patients. It allowed seriously and terminally ill patients to use marijuana with a doctor's approval and permitted qualifying patients and caregivers to cultivate a limited supply of medical marijuana. And in November 2018, Michigan voters to legalize recreational marijuana even though the regulations governing it had not been established yet, and no provisioning centers were yet licensed to sell legal recreational marijuana. However, on Nov. 1, the Marijuana Regulatory Agency will begin accepting recreational marijuana business license applications and are likely to start approving business licenses by Dec. 6.
