STATE COMMITTEE ESTABLISHED TO LOOK AT WIND TURBINE ASSESSMENTS

A COMMITTEE HAS BEEN ESTABLISHED AT THE STATE LEVEL THAT WILL EXAMINE HOW WIND TURBINES ARE VALUED IN THE STATE FOR TAX PURPOSES.   MICHAEL KRAUSE, A MEMBER OF THE HURON COUNTY ECONOMIC DEVELOPMENT CORPORATION BOARD AND ALSO ON THE MICHIGAN RENEWABLE ENERGY COLLABORATION TOLD US THEY ARE LOOKING TO GET THEIR VOICE HEARD ON THE ISSUE, AND WOULD LIKE TO HAVE THE MATTER SETTLED BY THE TIME NEXT YEAR'S ASSESSMENTS COME OUT, LATER THIS YEAR.   THE COMMITTEE WILL CONSIST OF 3 MEMBERS FROM THE COLLABORATION, TWO COUNTY EQUALIZATION DIRECTORS, TWO REPRESENTATIVES OF D.T.E., TWO FROM CONSUMERS ENERGY AND SOME FROM THE STATE. KRAUSE SAID THEY HOPE TO BUILD OFF THE LEGISLATIVE SUCCESS THEY HAD IN KEEPING WIND TURBINES INCLUDED IN INDUSTRIAL PERSONAL PROPERTY AFTER THE STATE ELIMINATED MOST OTHER PROPERTY COVERED UNDER THAT TAX. THE ISSUE NOW IS THE STATE TAX COMMISSION'S CHANGES THAT WERE MADE TO THE DEPRECIATION SCHEDULE FOR WIND TURBINES, WHICH ACCELERATED BOTH HOW FAST THE WIND TURBINES DEPRECIATE PER YEAR AND SHORTENED THE YEARS BEFORE IT HAD FULLY DEPRECIATED. THE CHANGES MEAN HUNDREDS OF MILLIONS OF DOLLARS TO LOCAL TAXING UNITS. KRAUSE SAID THE GOAL IS TO FIND A "FAIR AND EQUITABLE SOLUTION".   THE MICHIGAN RENEWABLE ENERGY COLLABORATION CURRENTLY CONSISTS OF GOVERNMENTAL UNITS IN 7 COUNTIES WITH WIND ENERGY DEVELOPMENTS.
